"John Bortz does not like or understand land use planning. Ask him". I did ask him, and he does have a very strong understanding of land use planning and does not have any emotional feelings against it. As stated in the article this is not a mandated duty of the county, it is to be administered at the local level (twp. boro. city). Similar to the admin. of building codes.

"Commissioner John Eggleston noted that the same argument could be made for the funding for the sheriff's office" Not really John. The duties of the Sheriff's office are not the same as local police departments. Local police enforce traffic laws, criminal complaints, , general safety issues, etc. The sheriff's office duties are primarily as officers of the court system, serve warrants, evictions, transport suspects, provide court security, etc. Therefore all the citizens of the county benefit from the Sherriff's department, unlike redundant or unenforced county planning and zoning ordinances.
