The story title indicates COMPLACENCY, which means that the responders neither comprehend nor are prepared for any train emergency. That the train speed is 35 is good. The train in the NY Bronx was doing 86 in a 33 MILE PER HOUR ZONE! Oil is the least of the hazzards that tank cars carry. Ar you ready for a Freedom Industries type chemical spill? Or a poisones gass, that is heaver than air and settles in the Allegheny Valley and Conewango Creek, An Area where the Warren General Hospital is located. Where will you get the first 10 Ambulances? How long will that take? How many Paramedics, Doctors, and Nurses can you muster in the first FOUR Minutes? How many People do uou have available with SCUBA? Remember the first responders in West Texas!
