Harassment. Starr D. Bliss, 32, of Warren was charged Friday with harassment by Warren city police officers after a March 13 incident in Warren.

Disorderly conduct. Drake M. Bower, 28, of Youngsville was charged with disorderly conduct hazardous/physical offense and resisting arrest/other law enforcement Saturday by the State Police at Warren after an incident in Eldred Township. Bail was set at $10,000 by Magisterial District Judge Laura Bauer, and Bower was taken to the Warren County Prison.

Strangulation. William H. Fiscus, 41, of Sheffield was charged with strangulation – applying pressure to throat or neck; harassment and criminal mischief Friday by the State Police at Warren after an incident in Sheffield Township. Bail was set at $10,000 cash, with conditions, on Saturday by Magisterial District Judge Laura Bauer. Bail was posted Sunday.
