Annual Arbor Day

Celebration

Friday, April 25 at Memorial Park, Sheffield Township held its 12th annual Arbor Day celebration. The fifth-grade class from Allegheny Valley Elementary School took part in the essay contest, which is held in memory of the late Amanda Fitch, fifth-grade teacher who originally initiated the Arbor Day Program in cooperation with the township and the Lions Club of Sheffield.

The winners of the essay contest and a monetary gift were as follows: First Place was Victoria Childress, Second Place was Abby Gregerson and Third Place was Emily Leichtenberger. Each student read their essays for the crowd.

The Jamestown Audubon Society presented a program on the “Plight of the Bluebird”. The students took part in game learning about the population changes for the Eastern Bluebird over time since the days of colonization. A bluebird nest box kit was given as a prize to a student from the Audubon Society. Cecile Stetler, assistant district forester, was present to give Sheffield Township’s its 12th Annual Tree City USA flag and also gave each student literature on Arbor Day.

After the program was complete the Lions Club provided hot dogs, chips and a drink to all who were in attendance.

Sports Boosters

Golf Scramble

The Sheffield Sports Boosters will be holding its 15th Annual Golf Scramble on Saturday, May 17 at Cable Hollow Golf Course in Russell. It will be a 1:30 p.m. shotgun start. This event is a major fundraiser for the boosters and all monies raised will help support the Sheffield community and its sports programs. Women’s Outdoor

Workshop

Chapman State Park will be the scene of the 2014 Women’s Outdoor Workshops on May 31. This event, coordinated by the Northern Allegheny Outdoor Women’s Association, features 30 workshops including Primitive Skills, Cast Iron Cooking, Fly Fishing, Shooting Sports, Bird Watching, Geocaching, Gardening, Mountain Biking, a number of arts/crafts, Kayaking, Tai Chi and lots more.

Of local interest is one of the new classes for 2014, “my WeeRV” taught by Pat Leach of Tiona. She will share tips on how to convert a minivan into a fun camper for less money and effort that you might think. Money raised by this event last year helped to fund eight grants given to Warren County teachers and groups. Local recipient included Sheffield MS/HS Outdoor Education class (scuba diving) and the Sheffield MS/HS Archery Club. Money was also donated to purchase supplies for an educational kiosk at the Chapman State Park.

The menu for the week will be: Monday, chicken tenders, home fries, veg. and homemade cookies. Thursday, smothered burgers, scalloped potatoes, veg. and carrot cake. Friday’s buffet features tuna noodle casserole among other goodies with fruit for dessert

Tuesday is senior night out with dinner at Perkins then some shopping at Wal-Mart and Dollar Tree, we always make a stop for ice cream on the way home. Wednesday we are going to Erie on our bus for some shopping and lunch with friends. The TAWC bus from Warren is also available for shopping, groceries, appointments etc. Call with your reservation by Monday.

Beginning another month we start by having our Advisory Council meeting at 10:30 a.m. Thursday, we welcome all suggestions and concerns for our Center. We have a sign-up sheet if you would like to have tomato, several varieties, pepper plants etc. Robbie will have them for sale at the end of May, dates will be posted closer to that time. These will be from the State Hospital Greenhouse that is cared for by RSVP volunteers.

We will be joining the Community Garage Sale on June 7, Saturday from 9 a.m. to 1 p.m. if you have donations we will pick up for you (no clothing), or if you would like a table to sell your items we rent space for $5. You must man your own table.

Are you looking to dispose of electronic devices, TVs, old computers etc.? The Sheffield Band Boosters have a fundraiser to dispose per pound. Clean out now as this is one of the few places who will take these items by taking them to Andy’s Truck garage (across from Baker’s gas station in Clarendon) on June 14, Saturday 8-4, lets help the Sheffield band Boosters for this fundraiser.

The Sheffield Rotary will be holding its annual golf scramble on Saturday, June 21 at Blueberry Golf Course with a shotgun start at 1:30 p.m.. Sheffield Township

Supervisors

The Sheffield Township Supervisors met on Monday, April 2t for their bi-monthly meeting. Advanced Disposal will be doing the clean-up day on June 14.

The township received notification from Manufacture and Business Association in regards to UPMC Health Plan they have agreed to extend the association-sponsored health-care plans for all MBA members currently enrolled for the next three years beginning with July 2014 renewals.

The ticket booths will be manned at both the Warren County Meet on May 8 and the Junior High Sheffield Invitational on May 2. We will be charging $2 for adults and $1 for citizens and students. Roger Dunham, chairman of the authority, informed us that he will be having Huber Blacktop fix Oak Street as soon as the asphalt plant opens up.

The Arbor Day Proclamation was signed by the supervisors.

Route 666 Bridge and Henry’s Mills Bridge Replacement projects have both been taken into consideration the detours on both projects and should expect no conflict between the two jobs. This is per Marcus Cramer of PennDOT and Chris Ernst of E & M Engineers. Violation letters for accumulation of garbage and rubbish have been sent to the individuals living at 28 First Mill Street granting them 15 days to clean up, also the same letter was sent to the property owner of 12 First Mill Street.

The lean-to at 116 West Main Street (Old Pastrick property) was mailed normal mail and a bright orange copy of this letter was hung on door of the property. Also a junkyard violation letter was sent to the owners of the property on West Main Street and corner of Foulkrod Street.

Ray Davidson is wishing to place a bench at Memorial Park in memory of his wife Eileen. The secretary will get a price of a bench and get this information to him. Township Solicitor Andrea Stapleford reviewed our question in regards to a amount for road bonding and her response is as follows: The Ordinance provides for permit fees for the Type 1 and Type 2 permits, and, in addition, the Excess Maintenance Agreement, in Section 8, provides for the type and amount of security to be posted for the use of the road in question. At least on my draft of the Agreement there are no amounts that are stated in Section 8. Unless the Supervisors have pre-determined the type and amount of security, this Section would provide the means for flexibility with the amount required for road use and should eliminate the need for setting a minimum amount for road bonding. However, if the Supervisors would feel more comfortable setting a minimum so that this process is a little less subjective, this could be done by amending the Ordinance. There still would have to be a decision made as to the type of security to be posted and, also the amount when it is over the minimum, but this is something that we could establish. Another way to do this would be to establish that for every quarter mile of road that is used, a specific dollar value of security is needed. Based on what she knows, some townships use the provision of Section 8 to suit each particular need. She also know of a township that has established one set dollar figure, regardless of the road or length being used.

Sheffield Rod

& Gun Club

The Sheffield Rod & Gun Club will be holding their kids fishing derby, on Sunday, May 4. The fishing will begin at 10 AM to 2 p.m. at the former St. Michael’s pavilion, located on the Tollgate Road in Sheffield. Hot dogs, pop and water will be available. Children 16 and under are to sign up for drawings that will be held every 15 minutes. Contact the Sheffield Road & Gun Club at 968-5426 if you have any questions.

Arbor Day

Friday, April 25, is Arbor Day in Sheffield Township and the township celebrates this day with the 5th grade class from Allegheny Valley Elementary School. This year’s program is being offered by the Jamestown Audubon Center and Sanctuary, which will present a program on the “Plight of the Blue Bird”. The students with the winning essays will be reading their essays and the township will be presented with its Tree City USA recognition for the 11th year. The Lions Club will offer a lunch for the students and the guests. This program begins at 11 a.m. at Memorial Park in Sheffield and the public is invited to attend.

Hospitality Center

The menu for the week will be: Monday, Broccoli cheese soup or hamburger vegetable soup, homemade rolls and pie for dessert. Thursday will feature spaghetti and meatballs, tossed salad and breadsticks, birthday cake and ice cream. Friday’s fuffet features baked fish, homemade sweet rolls, among other goodies and cake and pudding for dessert.

Some of the highlights for the week include: Tuesday, chicken and biscuit dinner from 4:30-6:30 p.m., take outs available for a donation. The center would like to thank the 4-H young adults for helping serve, and Kelly for volunteering on her day off, and the many ‘volunteers’ for baking desserts, and mostly YOU for supporting us.

Janis Foust won the Easter basket worth over $225. Another basket raffle is planned for Thanksgiving.

The center will travel to Warren on Saturday for the presentation of “Scythian,” a five-member band which will be playing Irish, Celtic, Klezmer, and Gypsy music, infusing traditional music with modern day flavors. Individuals purchase the tickets and the center will provide the ride for 50 cents and pick you up at your door. If you would like to go to the Loretta Lynn concert at the Library theater on June 21, call the center, which will provide transportation.

Sheffield Township

Supervisors

Construction of both the Henry’s Mills Bridge and the 666 Bridge was the topic of discussion at the township meeting on Monday, April 7. Henry’s Mills Bridge will begin construction in early May, at which time the road will be closed and a detour be set up around Utah Road. The construction of the Route 666 Bridge will begin in late summer and fall. During the first phase of the Route 666 bridge superstructure replacement single-lane traffic controls will be maintained. During Phase 2 of construction Utah Road will be closed at the intersection State Route 666 and detoured around two miles using Henry’s Mill Road, which at this time will be open and the Henry’s Mills Bridge will be complete.

The township approved Dewey Leonard as the field inspector for the Henry’s Mills Bridge as well.

The police officer reported that during March he investigated 7 accidents, 7 theft complaints, 5 reports of suspicious persons, 3 disturbance calls, 3 harassment complaints, 2 requests to assist other agencies, 5 requests to check welfare of others, 5 mental health calls, 2 assaults, 2 ATV complaints, 3 traffic complaints, 1 domestic, 3 reports of suspicious vehicles, 2 disorderly conducts, 4 complaints of traffic hazards and 2 child custody complaints.

Roger Dunham met with the Warren Fence Co. to discuss a quote to fix some problems at the Sports Complex with the fence. The bad weather this past winter has caused some issues with the fence and they will be getting fixed. Also the water pressure was not working properly and ICM has fixed these problems, which were due to the extreme cold temperatures as well.

There is a large hole in the ground where the guiderails were placed on Center Street Bridge. The road crew stated that this is from the placement of the guiderail which went through the drain pipe. Pictures were sent to the engineering firm and forwarded onto the contractor who will be fixing this problem.

Warren County Association of Township Officials will be holding its Spring Convention at the Jackson Valley Country Club on May 17 at 6 p.m.

Johnson Well Service and Missing Moon Oil Inc will be drilling Mead Township and MSL Oil and Gas will be drilling Wetmore Township.

Spring Clean up was approved for Saturday, June 14 at the Sheffield Area Middle Senior High School back parking lot from 7 a.m. to 2 p.m.

Supervisor Labesky along with Roadmaster Clyde Yonkie met with Greg Kolenda from Warren County Conservation District to discuss the possibilities of Henry’s Mills Road being considered for the Dirt and Gravel Road Grant through the conservation district. It was suggested that the three miles of dirt and gravel road be done in three phases to maximum the grant monies. Also considered will be 4-mile road for stabilizing of the stream bank in this area. Grant applications are due to the district office by May 1.

During a DEP investigation conducted on March 19, it has been determined that Tony Scuteri is in violation of the Consent Decree dated Nov. 24, 2009. He has received a certified letter from DEP. He is suggested to review the circumstances that resulted in the non-compliance with the 2009 Consent Decree and the approved cleanup plan and implement procedures to remedy the situation. Each day the violation continues constitutes a separate offense.

Renewals for Group Life/AD & D, Short Term Disability (Weekly Indemnity) and Dental Plans are remaining at the current levels. There is no increase in costs through April 30, 2015.

Bob Enos of 4472 Route 6 has obtained a building permit for a garage the total square footage is 864 feet and the City of Warren reported that two electrical upgrades were inspected in Sheffield Township for Ryan Chapman and Albert McLaughlin.

The Warren County Visitor’s Bureau is having a Event Planning Session on Thursday, April 17 at 6 p.m. at the Hampton Inn and Suites in Warren.

The treasurer stated that the 2013 audit was complete and filed on March 31, 2014.

The highlights for the week will be: Monday we will have our drawing for the Easter Basket at lunch, there is still time to get your name in this raffle that consists of canned goods, candy, decorations, $85 in gift cards, and a $50 bill. Tickets are 3/$1.

About end of May we will offer some right here at the Center for sale (the money goes to RSVP and ACC) and you benefit from some of the best tomato, pepper, etc. vegetable plants grown by the best ‘volunteers’ with love. Our ‘Volunteer of the Month’ of April is Esther Ingram who does blood sugar testing the first Monday of each month from 8:30 to 11:30 a.m. Esther volunteers her time and more, stop in and congratulate her for jobs well done. Esther also started out helping Kelly in the kitchen on Thursdays we are looking for her return after recuperating from a fall. Sign up for the first ‘Mystery lunch’ of spring for Tuesday, the bus will begin to pick up at 11a.m. for a lunch somewhere in Warren County then a stop for ice cream treat before returning home. We still offer ‘exercise’ on Mondays and Thursdays from 3 to 4 p.m., this is a free program and we follow DVDs such as Leslie Sansone, Petra from George’s Gym, Zumba and many more to choose from.

TRIPS: We are sorry to say but due to lack of response we had to cancel the Lancaster trip for the presentation of ‘Moses’ we will try again next year maybe.

New Orleans- Oct. 4-12 is booming, looking like a two motor coach trip, so there is lots of room yet if you are interested.

Hawaii Nov. 1-8 is also filling up nicely, ‘The trip of a lifetime’.

The luncheon cruise aboard ‘Miss Buffalo’ with a tour of the Botanical Gardens, also a stop at Braymillers Market is our one-day trip for July 29, Tuesday, all are welcome. Cost $84.

Thursday and Friday, come for lunch and conversation. The center will be at the Northwest Bank in Sheffield for ‘Community Days,’ selling some home-made Easter eggs. They will also have brochures on our trips from the Senior Center available, stop and pick one up we welcome all travelers.

Craft sale today

The Sheffield VFD Auxiliary will hold its Spring Craft Show today. All tables have been sold. Over 50 tables of crafts and goodies will be at the firehall in the Social Hall and Ambulance Bay. The show opens at 9 a.m. and runs to 3 p.m. and there is no admission fee. Refreshments are available. The following crafters will have their specialities on display:

Easter Egg Hunt

The Sheffield Lions Club will be holding their annual Easter Egg Hunt on Saturday, April 12th at 10 AM. All kids are encouraged to come to Memorial Park and hunt for eggs and prizes will be awarded in various age groups.

Chicken biscuit dinner

The Hospitality Center will have a chicken and biscuit dinner on Tuesday, April 22, from 4:30 to 6:30 p.m. by donation. Takes outs are available.

Chicken BBQ

The Sheffield Area Middle/High School girls softball team will hold a fundraiser chicken barbecue on Sunday at the Sheffield Lions Den from noon to 5 p.m. Chickens will be prepared by the Sheffield Rod & Gun Club and include half a chicken, baked potato, side, and a roll.

Tickets are $8 and can be purchased from any softball player or by calling Denise at 688-4908.

Cemetery

The Barnes Cemetery Association and the Sheffield Cemetery Association request that all winter decorations be removed from the cemetery by April 15.
