Holtz appointed city of Warren manager

Mike Holtz has been selected to be the City of Warren’s next city manager.

Holtz comes to the role after years of service as the city’s Department of Public Works director.

“I do obviously feel Mike is the best person at this time,” Mayor David Wortman said.

Mayor Wortman cited Holtz’ education, experience, his life-long residency and the fact that he is “completely invested within our city.”

Councilman Maurice Cashman provided more biographical details. Holtz is a Warren Area High School graduate who also holds an MBA. He called Holtz a “very, very solid professional person (who is) deeply ingrained (in) what happens in the City of Warren. As I look at this small organization… here’s a person who has worked very diligently and is getting promoted into the city manager’s job.”

Cashman noted the current fire chief, police chief and finance officer are all internal promotions. “I think promoting from within strengthens the organization because you know there are people you can go up to,” he said. “Michael Holtz certainly fits that profile.”

The appointment was made by a 6-1 vote with Councilwoman Wendy McCain voting in opposition.

She said that Mayor Wortman, Cashman and herself were the appointed search committee.

“However, I was not included in the negotiation process,” she said. “I don’t understand the push to proceed without a resume, interview or background check. My vote tonight will not be a reflection on the candidate but myself standing on principle.”

Mayor Wortman stressed that council “has been kept informed and fully aware of the process and next steps” and that, under the city charter, he can enter into these deliberations as the official representative of the municipality.

“I can think of no better person to serve in this position,” Councilman John Wortman said.

“I think you will keep us on the right track,” Councilwoman Danielle Flasher said.

“Thank you everybody for having faith,” Holtz responded.
