Russell man faces sex charges against minor

A Russell man has been charged with human trafficking and related offenses for an alleged sexual relationship with a minor.

Charles F. Kemery, III, 52, 2582 Priest Hollow Road, was charged by Warren-based Pennsylvania State Police earlier this week.

Pennsylvania State Police were contacted in December by a woman who alleged a sexual relationship with Kemery when she was 16 years old.

One specific allegation dates to April 9, 2014, and allegedly occurred at the Holiday Inn on Warren’s west end, according to an affidavit of probable cause filed with District Judge Raymond Zydonik’s office.

That allegation is that Kemery “enticed the victim to engage in a sexual act by offering to buy the victim a carton of cigarettes….”

State police state in the affidavit that she complied but that Kemery didn’t provide the cigarettes.

The victim reported to the police that a sexual relationship with Kemery “spanned additional time” and that he allegedly bought her food and let her drive his car.

The affidavit alleges that Kemery would “on occasion verbally berate the victim if she did not want to engage in sexual activity until she would succumb and then engage in sexual acts with him.”

Online court records show that Kemery has been charged with trafficking in individuals, patronizing a victim of human trafficking, corruption of minors and rape in connection with these allegations.

A preliminary hearing has been scheduled in this case for May 22.

These are not Kemery’s only pending sex-related criminal charges. He has two cases before the Court of Common Pleas on charges including statutory sexual assault and related charges at one docket and human trafficking and related charges at another.
