Latest version of Riverwalk development project presented

Photo submitted to the Times Observer On Wednesday, the City of Warren hosted an open meeting to discuss the riverwalk project and take questions and suggestions from residents.

City officials are accepting public comment through March 13 on the finalized design, funding strategy, and next steps for the ongoing Riverwalk project.

The initiative aims to enhance the city’s accessibility for boaters while improving emergency services and supporting environmental preservation efforts. The city has already secured $1.53 million for the project, which is estimated to cost around $3 million. Officials are actively pursuing state and federal grants to bridge the funding gap.

The project experienced delays following a 2022 survey identifying an endangered mussel species in the area. Adjustments to the original design were required to protect the mussel’s habitat. Additionally, planning needed to account for an existing geothermal line and the city’s main sewer line to ensure their safety and functionality.

The updated design, which has received approval from the Army Corps of Engineers and the Pennsylvania Department of Environmental Protection (PDEP), includes several features to improve accessibility and usability. These features include compliance with the Americans with Disabilities Act (ADA), a 90-foot vehicle ramp for boats up to 16 feet long, a pedestrian stairway, and a gangway to provide additional dock access.

Dave Krogler, Warren fire chief, said the dock area will improve emergency response in the river.

“Our main river access for deploying the boat for emergencies is currently the Crescent helicopter pad, which can have unreliable access due to the unpredictability of when a helicopter may need the pad,” Krogler said.

The Crescent helicopter pad in front of Warren General Hospital also has limited access to parking and room for equipment not taken on the boat. The new access will also benefit from safe lighting, low traffic, and a safer water entrance.

While the meeting primarily focused on the river access component of the project, city officials are encouraging public participation by sharing input about the entire project.

Residents and visitors are invited to share their input through a survey available on the City of Warren’s website. The survey will remain open until March 13.
