Two charged after alleged fentanyl sales

Two area men face felony drug charges after an investigation by Warren County detectives.

Ryan M. English, 32, of Warren and Daniel Pfaffenbach, 44, of Jamestown, N.Y., were arrested Wednesday and each taken to the Warren County Prison after being unable to post $250,000 bail at preliminary arraignment in front of Magisterial District Judge Todd Woodin on Thursday. English is charged with manufacture, delivery or possession with intent to manufacture or deliver and conspiracy to manufacture, deliver or possession with intent to manufacture or deliver. Both are felony charges. Pfaffenbach is also charged with manufacture, delivery or possession with intent to manufacture or deliver and conspiracy to manufacture, deliver or possession with intent to manufacture or deliver as well as dealing in proceeds of unlawful activities – intent to promote, a class 1 felony, as well as intent to possess a controlled substance by a person not register and use/possession of drug paraphernalia, both misdemeanor charges.

According to the Affidavit of Probable Cause filed by police, Warren County Drug Task Force agents, assisted by the Pennsylvania Attorney General’s Office of Narcotics Investigations, began watching English’s home on Woodberry Lane in Glade Township on Wednesday after English allegedly became a suspect in a criminal case related to the distribution of illegal substances.

At 10:23 p.m. Wednesday, police report seeing a maroon Dodge Avenger registered to an address in Jamestown, N.Y., arrive at the Woodberry Lane home. When English and the Pfaffenbach left, officers say the driver failed to use a turn signal when turning onto Irvingdale Road and then allegedly didn’t stop at the intersection of Jackson and Conewango avenues.

“The vehicle was followed into the city of Warren where a suspected drug transaction occurred,” the affidavit states. “The vehicle then left that area and a traffic stop was conducted on the vehicle.”

The driver was identified as Pfaffenbach, whose New York driver’s license was reportedly suspended, while English was reportedly the passenger. The affidavit states Pfaffenbach provided an inconsistent story about his travel and knowledge of English before providing consent for a search of the vehicle. Police reported finding a coffee cup in the cupholder of the car with tin foil consistent with fentanyl use as well as a white substance in the bottom of the coffee cup and bags of a white substance consistent with being fentanyl hidden in the gear shifter under the vehicle parts.

“During a Mirandized interview, the passenger of the vehicle had informed detectives that (he) and Pfaffenbach, aka ‘Neckbone’ had been in the area conducting drug sales within Warren County in which several were confirmed through surveillance,” the affidavit states.
