Attorney General’s investigation results in 25 counts of child porn possession
A Warren woman faces 26 felony charges as part of a state Attorney General’s office investigation that began last year.
Lisa Frost, 37, of Warren was charged Tuesday with 25 counts of child sexual abuse material, a class 2 felony, and one count of criminal use of a communication facility, a class 3 felony. She was arraigned Tuesday in front of Magisterial District Judge Raymond Zydonik and taken to the Warren County Prison after she was unable to post $35,000 bail.
According to the Police Criminal Complaint filed with the court, the Attorney General’s office opened a case on four related cyber tips received from the National Center for Missing and Exploited Children that were generated by KIK/Media Lab between June 27 and Aug. 20, 2024. Each tip contained numerous uploads of videos and photos containing child sexual abuse material. The total number of combined images and videos in the four cyber tips was 104.
One upload on June 27 included 45 separate videos or images, with another on June 28 containing 47 photos and videos. Another six images were uploaded July 17 and six more were uploaded Aug. 20. All were uploaded with the same email and screen name, “fostygirl103x2”. A sampling of four of the videos shows children who appear to be under the age of 5, according to the criminal complaint. Investigation involving Breezeline, Google and other state sources narrowed the investigation down to Frost and led to an application for a search warrant on Monday.
“On February 10, 2025, your affiant appeared before the Hon. Raymond Zydonik with a search warrant application and affidavit pertaining to the facts and circumstances set forth above,” the complaint states. “After reviewing the application and affidavit, Judge Zydonik signed the application and respective affidavit allowing the search and seizure of items at the target residence as outlined in the warrant application.”

Agents from the Attorney General’s Office’s Child Predator Section and Warren city police officers executed the search warrant Tuesday. Frost, Frost’s son and an unnamed man were in the home when the search warrant was served. According to the criminal complaint, the man’s phone and Frost’s son’s phone were searched with no evidence of child sexual abuse material found. They have not been charged.
Frost, according to police, claimed her internet had been hacked.
“After telling her that we were executing a search warrant due to illegal internet activity, she immediately started explaining that she and her family were victims of hacking,” the complaint states. “Your agent explained to the actor that we received several cyber tips from KIK that were associated with her email, her screen names and her IP address which brought us to her residence today. The actor admitted to having a KIK account, but claims that it had been hacked and had been shut down. She said, in fact, if there is any (child sexual abuse material) or child pornography on her phone, she did not put it there and that it had t be put on there by someone else.”
A search of Frost’s phone allegedly found more than 80 videos and images of child sexual abuse material in a folder on the phone in a secured folder. Frost was charged Tuesday for 25 of the files found on her phone.
“Each of these files depicts a child under the age of 10 years engaged in a prohibited sexual act and further depict indecent contact with the child,” the complaint states.
