Family Services of Warren County to get new permanent home

Family Services of Warren County is moving to a new permanent home at 119 Market St., a building formerly known as the “Jefferson Tea House.”

Built in 1890, the historic building will undergo significant renovations to meet Americans with Disabilities Act (ADA) compliance and Department of Drug and Alcohol Programs (DDAP) licensure standards. Larson-Karle Architects has been commissioned to oversee the renovations, ensuring accessibility improvements while maintaining the building’s historical character.

Originally projected at $350,000, the renovation budget has since increased to $560,000 due to updated construction quotes. To manage costs, Family Services aims to complete all necessary work in a single contract phase rather than multiple phases.

The decision to relocate was influenced by community feedback, particularly regarding transportation challenges. Many clients rely on public transit and have cited difficulties reaching the current location. The new downtown facility will improve accessibility, reducing travel burdens and encouraging more residents to utilize available support services.

It’s hard for clients sometimes to get transportation to North Warren.

Downtown is easier. Also, space. We want to incorporate having an art therapy space, and recovery center of our own all in one space,” said Mandy Proper, Office Manager at Family Services.

Established in 1889 as a chapter of The Children’s Aid Society, Family Services of Warren County has undergone several name changes. Today, Family Services of Warren County Inc. is a nonprofit agency offering vital services, including behavioral health counseling, drug and alcohol counseling, art therapy, recovery support services, and drug and alcohol school prevention services. Family Services is the only provider within a 60-mile radius offering art therapy counseling, which is available both in local schools and at the agency.

Family Services provides access to basic hygiene products for those in need, with plans to expand these efforts. A new initiative in development is the establishment of a drop-in Recovery Center–a safe, substance-free social space for individuals in recovery. Additionally, discussions are underway for a community garden project that would provide fresh produce to local residents during the summer months.

To ensure accessibility, Family Services offers financial assistance programs, including charity care for major life-changing events and sliding fee discount programs for uninsured or underinsured individuals seeking behavioral health support. Those requiring substance abuse treatment without insurance may qualify for funding through Forest Warren Human Services – Single County Authority (SCA) for drug and alcohol programs.
