Former Eagle Crest Project site to go back on the market

The property at the corner of Liberty Street and Pennsylvania Avenue in Warren, originally slated for the divisive Eagle Crest project, is once again available for redevelopment.

This site, which had been designated for a mixed-use development, is now returning to the portfolio of available properties managed by the City of Warren Redevelopment Authority (RDA).

In addition to this high-profile location, the RDA is also making the vacant buildings at 231-237 Pennsylvania Ave. W. available for redevelopment opportunities.

These properties present unique potential for investors, business owners, or developers looking to contribute to the revitalization of downtown Warren. The authority aims to attract projects that align with the city’s vision for economic growth and community enhancement.

The RDA, responsible for overseeing the acquisition and redevelopment of blighted and underutilized properties in Warren, meets on the fourth Wednesday of each month at 1 p.m. in the Municipal Building. The next scheduled meeting will take place on March 26, 2025. Those interested in learning more about available properties, development incentives, or proposing a project are encouraged to attend.

The sites are available after a senior housing project fell apart in August. The Eagles Crest property at Liberty Street and Pennsylvania Avenue ended in August after community opposition to the project grew, and lawsuits challenging funding for the project were filed in federal court. The project would have created a building with 40 units of senior housing – 35 one-bedroom and five two-bedrooms, as well as a variety of amenities – open to those aged 62 and older with income requirements. The target properties for the project are the empty lot and vacant buildings at 231-237 Pennsylvania Ave. W.According to online county assessment records, the city acquired the property back in 2009 and sold it to the developer in 2018. There was evidently a clause that the properties would revert to the city if the project was not completed on a certain timeline.
